    My dear elegant Eleanor! I guess the problem lies close. You don't analyze your recruitment statistics and thus can't see if any of your potential applicant lies. They may exaggerate their skills easily. if you go thru this reading you will see that there are instruments that companies use to have the best staff force. I will not be surprised if someone tells me that even Big-4 employers use it.
