No that record is definitely valid - the record is reciting while riding. The recital stopped while she fell off, continued riding and continued reciting. If reciting continued while not riding it would definitely be disqualified in my opinion. The criteria should then be "recital must stop or the last named state repeated if riding the pogo stick stops during recital".
"Falling off" was never grounds for disqualification, though I agree with the sentiment. If the next person who beats this record does so without falling off, I think we should evolve the criteria and make that a mandatory requirement.
