We think only a record holder can know what you go through to set a record, so we only let people that
have already set world records downvote other people's records.
What can I do?
Go set a record! If you can think of it, you can set a new world record for it.
Could be..I don't think it'll make much of a difference except save us from doing the extra math every time. I know I can beat this by the way. I know my own personal limit and I've still got a ways to go. My laptop is out of the picture indefinitely and my netbook can't edit video though so it may take a bit to get a response up.

After trying it with one of my glasses at 8cm diameter, I have to say amazing job, I can't even get that in my mouth - can't get my jaw open enough. Peter, the next size cup up that I have has a different curve to it which seems to push itself away from me even though my lips can just barely fit around it, so the style of the rim does make a difference, but we're just measuring what can fit over the widest part. Plus, I get that cool popping sound this way!

I wonder if that "groove" in the glass changes the style of doing this record? If it were flat, the lips couldn't wrap around it?

Actually it's a Tulip style glass, not a nonic conical. Apologies.

David, excellent note. Perhaps 23.9 cm is the circumference? Regardless, ruler evidence should indeed be provided.
It is very doubtful that this glass has a 23.9 centimeter circumference. It should be proved using a simple ruler.
